Where can I deploy a telegram bot with sqlite?

Tried Heroku - sqlite is not supported there. Where else can you? Preferably free

Free - nowhere (except heroku).
Paid - any VDS.
Regarding heroku - there is support for postgresql. With a normal code structure, rewriting from sqlite to postgresql is relatively easy.
