What hosting/setup should I use to achieve bulletproofing?

There is a certain, gray service which works in the territory of the USA.
What hosting is better to use in order to achieve the maximum effect of "bulletproofness"?
The first thing that came to mind:
Use hosting in Russia + put CloudFlare on it.
Are cf IPs friendly with users from Russia? (Roskomnadzor, etc.). What can be pitfalls?
Any advice on the subject is welcome.

Use hosting in Russia

This is the worst idea, not only in terms of bulletproofness, but in general with respect to anything that violates the law in any way (no need to talk about the cart - you don't have that much money). Right there, everyone will be blocked, taken away, divided - and you will be glad if you don’t get the conditions :)
