There is no section Discounts on goods in product marketing, why?

Hello everyone, we have Bitrix edition "Small business". For some reason, we do not have a "Discounts for goods" section in our product marketing, can you clarify why? Here is what is now:

Bitrix documentation states that this function is not available only in the "standard" and "start" editions, what could be the problem?

Because the new mechanism combines the functionality of discounts for Infoblocks, the Catalog and the Internet store. Here is the documentation . The second picture, where there is a "Product Discount" is the old version not converted to the new format.
