Positioning a block with a link and an image with a shadow?

There is a block - a link, and the picture that makes the shadow, it turns out that the picture has z-index: 1, and the block with the link has z-index: 0, and the link cannot be clicked. If you make the block z-index higher than the picture, then the shadow disappears. How can I make the link be above the z-index of the image, but the block itself is below the z-index of the image? 5ea294cadb0ff437457761.png

Use pointer-events: noneto make the block transparent to the click.
