Is this the same API that is available for companies like Microsoft, Gazprom, MTS? If so, well, let's say they tried it, so what? It is still not available to mere mortals and IPs.
Moreover, as far as I know, you can't even spam your clients with impunity, the limits are quite strict. This is in addition to concluding a contract and waiting for its consideration and acceptance of the offer by WhatsApp managers.
Of course, the buns will be useful to someone, but whether you will wait for approval is unknown.

In addition, WhatsApp is probably part or a subsidiary of Facebook, just because FB would not link to itself. And they have recently tightened their requirements for their public services, as far as I know.
