Is there an alternative for telegrams as a platform for a bot?

Hello, I am making a personal bot for myself, which will be integrated with my web application in the future. Its purpose is simply to notify in time and possibly receive commands for the web application.
The telegram was perfect, but this is Russia, and now I have a desktop application and a mobile one working. (I know about proxies). The goal is to find an alternative application for communication. So that a client could be hooked on it, for example, or a close friend for convenience. But the main goal is just a personal bot.
Of course, everything is clear with the popular ones here, I looked at them and I was probably only interested in viber. But not very good reviews, extra gestures for creating a bot and their design. Directly repulsed. I think to do it through the vk community api, but there are hopes for something better.
Are there any tips on what to look out for? Applications under Ubuntu / android / api for bots, preferably at least some kind of fame and nice design.

Skype/Viber/Whatsup/Discord... now almost all messengers "can bots". Google for "messenger_name bot api"
