How to start a bot for reposts from Telegram channels?

Hello!
There is a task to receive posts from several channels in Telegram and repost all of them into one specially created one. Just repost, not copy.
As far as I understand, through the normal API, bots cannot follow channel updates, unless they are made by administrators.
Is it possible to implement such a task and what libraries and classes can help? I write in PHP.
