How to put Bitrix under windows?

Hello! Maybe a stupid question, but still. For several days now I have been worrying about transferring the project to 1C-Bitrix to local. For some reason, I have to use Windows 7. I installed Open Server, the project could not be transferred due to mbstring.func_overload = 2, phpMyAdmin gave an error and did not work. Then I installed XAMPP - the same as with Open Server. The problem could not be resolved. It didn't work with Denwer either, it was not possible to update the php version.
Bitrix: It is not recommended to use the web environment for a real project. BitrixVM would not be desirable to use.
Please tell me how can I work with 1s-bitrix on windows with a local server?
