What needs to be implemented

The best way to monitor the level of a battery is to integrate its charge in coulombs. So, in principle, all "adult" controllers of real laptop batteries do.
The theory of the charge control process is an art. So it would be best to take an ordinary laptop battery, find a datasheet for its controller and implement communication with it. Usually there is an SPI protocol.
