How to get time with set timezone?

Hello.
I have a field like timestamptzthis with content like this 2016-07-21 11:11:32.000000.
But after I make a request through php and get the value, I have it like this. 2016-07-21 06:11:32+00
I understand this time with the UTC zone. Although the Postgres and PHP settings have a different zone and it is the same in both settings.
I can't figure out what I missed in the settings

Postgres is guided by the system tzdata, see what date on the server tells you.
