How to force udev to initialize /dev/disk/by-label?

Colleagues, please tell me how to force udev to initialize /dev/disk/by-label?

# ls /dev/disk
by-id  by-partuuid  by-path  by-uuid

There is no by-label directory, but I need it!
The fact is that I am making firmware for some devices based on Debian and on different devices disk partitions can be called differently. Not necessarily sdXX
I spent a whole day until I noticed that even on a basic Debian machine there was no by-label

The /dev/disk/by-label directory is not present on the system if there are no labeled partitions (all unlabeled). It automatically appears as soon as a disc with a label appears. For example, if you insert a flash drive with a partition that has a label.
