How to connect via ftp to ubuntu?

Good day!
I'm trying to connect via ftp.
Writes that access is denied.
By lakalka 192.168.1.100 It connects. There is no external ip
ip white 85.172.205.66
Through root does not enter, too, writes access denied.
How can I fix this error. Ubuntu is worth it.
ftp installed. The port is open.

look at the firewall settings - is the port open for packet access.
see the corresponding logs.
you can close a user in your own folder via chroot
for vsftpd this is so
