To begin with, DO NOT REPEAT the action after a given period of time!
You just need to specify the date and time (preferably with seconds), the command / URL and at the given time the command or url should be pulled. In addition, it should be possible to cancel the task.
Upd: You need to set and cancel tasks not manually, but through the service API.
