Building an IOS game in unity3d without a mac?

I want to make a game for IOS. But while it's not possible to get a mac, can I start working in unity3d on windows now, and then, when the game is ready, change it all to my new mac? And is it necessary to have an IOS SDK in order to start making a game? Or make sure you buy an Apple Developer Subscription.
As far as I know, since version 4.3 of Unity3d, you can immediately select IOS build, but does this make it possible not to buy the IOS SDK to start developing? please do not scold for stupid questions if anything, I'm new in this area.

@alaski

1. The current version of Unity is 4.6.1
2. Develop your game on the desktop, keeping in mind the limitations of iOS
3. You must have a Mac (or hackintosh) at the time of deployment and testing
4. You will only need a developer subscription if you are going to distribute your game through the AppStore (well, you don’t really have any other options)
